The County of Hudson (“the County”) is seeking proposals from qualified Respondents for the Procurement “REQUEST FOR PROPOSALS FOR THE 2026 OPIOID SETTLEMENT INITIATIVES”. Awards will be made pursuant to the Competitive Contracting provisions in the Local Public Contracts Law found at N.J.S.A. 40A:11-4.1 et seq.

2026 OPIOID SETTLEMENT INITIATIVES
In response to the opioid epidemic which has included huge increases in the use of prescription opioids, heroin and synthetic opioids resulting in multiple deaths and a declaration of a public health emergency in 2017, nationwide settlements were reached to resolve litigation brought by states and local subdivisions against pharmaceutical distributors and manufactures who have contributed to the epidemic. In 2021, the state of New Jersey entered into the national billion-dollar settlement agreements which resulted in counties and municipalities receiving a portion of funds over the next eighteen years. To date, Hudson County has collected $1,902,727.78 in settlement funds, most of which the County intends to dedicate towards direct services. In response to the epidemic, Hudson County is issuing this Request for Proposal (“RFP”) to assist communities that have been harmed by the opioid epidemic. The grant period for this RFP will be from on or about DATE to DATE. Hudson County anticipates selecting up to three (3) providers for this time period with the flexibility to renew one award as specified in this RFP pending awardee performance and availability of funding. Up to $700,000.00 will be awarded through this RFP in all categories combined .
The Hudson County Department of Health and Human Services will provide funding in three areas. Firstly, the County is seeking a consultant to conduct a provider capacity assessment in relation to opioid/substance misuse. Specifically, the consultant will assess the inventory and capacity of existing agencies that provide direct or indirect support and services to Hudson County residents and determine what agencies may need to expand or enhance services, to be outlined in a strategic plan. Specifically, the consultant will assess, analyze, and make recommendations on how we can better serve Hudson County residents and should have subject matter expertise on substance misuse. Secondly, the County is seeking an applicant to create a public education/awareness campaign in relation to opioid/substance misuse. The campaign must be county wide, address stigma and utilize multiple platforms to deliver messaging to all age groups. Lastly, the County is also seeking an applicant to conduct a community outreach campaign in relation to opioid/substance misuse.
The Request for Proposal Specifications (hereinafter referred to as “RFP”) must be obtained on the County Purchasing Portal at http://www.hudsoncountynjprocure.org/. Registering on the Hudson County Purchasing Portal and obtaining the RFP is free of charge. The RFP will be available for download under the “Opportunities” Section of the Purchasing Portal.
It is the Respondent’s responsibility to ensure that the Proposal package is physically delivered (either by the Respondent, via mail, or courier service) to the Division of Purchasing no later than the Proposal opening date and time, August 25, 2026 at 11:00 a.m. Any Proposal received after this deadline, or any amended deadline established by the Division of Purchasing, will not be accepted, in accordance with applicable law, regardless of the method of delivery. Proposals cannot be faxed or emailed to the County of Hudson.
Responses must be made on the forms included within the RFP, be enclosed in a sealed package bearing the name and address of the Respondent and the title, “REQUEST FOR PROPOSALS FOR THE 2026 HUDSON COUNTY OPIOID SETTLEMENT INITIATIVES” printed on the outside, and addressed to the Hudson County Division of Purchasing at the address above.
