Hudson County Youth Programs
DIVISION OF CHILDREN AND YOUTH SERVICES
The Division of Children and Youth Services works to expand opportunities and services for children and youth in Hudson County and to provide oversight and coordination of Federal, State and County-funded activities and programming for young people.
The Division has oversight of County activities related to children, youth and young adults, 0-21, and acts as a County liaison to the New Jersey Juvenile Justice Commission and the New Jersey Department of Children and Families. The Division engages parents, youth, youth-serving organizations and systems and other community stakeholders to inform its planning and programming, including the identification of needs within the community and assistance with forming the best response to meet these needs. NJ CHILDCARE TAX CREDIT INFORMATION
NJ CHILD TAX CREDIT
Eligible New Jersey residents can claim a refundable Child Tax Credit on their New Jersey Resident Income Tax Return (Form NJ-1040). The credit amount can be up to $500 for each dependent child age 5 or younger that is claimed on Form NJ-1040. The credit reduces any tax owed and can result in an increased refund for the taxpayer.
Eligibility Requirements for the Child Tax Credit
– You must be a New Jersey resident for either all or part of Tax Year 2025;
– You must have a valid Social Security number or Individual Tax Identification Number;
– You must be allowed to claim the child as a deduction for the tax year for federal income tax purposes;
– The child must be age 5 or younger by the end of the tax year;
– You must have taxable income of $80,000 or less;
– You cannot have a filing status of married filing separately. You must file as:
Single;
Married/civil union couple filing joint;
Head of household; or
Qualifying widow(er)/surviving civil union partner.
How to Claim the Child Tax Credit
You must complete and file Form NJ-1040 even if your gross income is below the filing requirement.
You can file your return electronically for free using the New Jersey Online Income Tax Filing system.

WORKFIRST INNOVATION OPPORTUNITY ACT
Workfirst Innovation Opportunity Act (WIOA) for in School and Out of School Youth. The Workforce Innovation and Opportunity Act (WIOA) Title 1B Youth Program provides services through our local One Stops Career Centers to low-income youth, ages 14-24, who face barriers to employment. Services strategies developed by New Jersey’s Workforce providers, prepare youth for employment and / or post-secondary education through strong linkages between academic and occupational learning.
Public Assistance for Youth
Parents/Caretakers may apply for Cash, Food Stamp, Medicaid and Housing for themselves and their children through Work First New Jersey.
Families may apply for WFNJ, Temporary Assistance for Needy Families (TANF)benefits in person at 257 Cornelison Ave Jersey City NJ or online at, https://www.njhelps.gov/
Please note, Cash, Food Stamps and Medicaid are delinked and have separate eligibility criteria, if you are not eligible for WFNJ/TANF you may be eligible for Medicaid, or your child may be eligible for Medicaid.
HEALTH CARE
If you have dependent children, your family may be eligible for health benefits -through a program called Medicaid – based on your income and situation. Medicaid is a separate program from WFNJ, but when you apply for WFNJ benefits, your caseworker will also determine your Medicaid eligibility. As your income changes, so will your Medicaid eligibility.
