About the County Administrator

Abraham Antun, County Administrator
The Office of the County Administrator administers the day-to-day operations of County government.

The County Administrator, as the chief administrative officer of the County, is appointed by the County Executive with the advice and consent of the Board of County Commissioners, and is responsible for the orderly and efficient administration of County operations, under the direction of the County Executive. Responsibilities include directing and supervising nine operating departments, monitoring the institutional responsibilities of the County (correctional center, psychiatric hospital), and supervising the formulation of annual operating and capital budgets.

Additional responsibilities include coordinating the operations and relations of the statutory offices of the County Clerk, County Register, County Surrogate, and County Sheriff as well as the County Prosecutor’s Office. The County Administrator also serves as the primary administrative liaison between County government and the elected Board of County Commissioners.

Executive Departments

Department of Corrections & Rehabilitation Center

Director: Becky Scott

Our Department is committed to expanding the notion of corrections beyond simple incarceration to include education, community outreach, at-home confinement, work-release, adequate support, and counseling. Our aim is to more effectively address the substantial underlying problems that lead to recidivism – chronic unemployment, drug addiction, and lack of healthcare access to deal with issues like mental illness and other chronic health issues. In pursuing this goal, I have come to a greater appreciation for the relative proximity of our Department to the larger community, even though the majority of our community will never even know that our jail exists. To that end, we assist those who have been committed to our care by putting them on the path to success in a way that meets their individual needs. Despite the multitude of obstacles and barriers that one may face upon release – our goal is to equip those who exit our institution with life & job skills – along with the confidence they need -to succeed and lead healthy and fulfilling lives.

Department of Family Services and Reintegration

Director: Frank Mazza

The Department of Family Services and Reintegration provides services and eligibility determination to county residents in need of services and benefits to address financial, medical, shelter and food insecurity hardships faced by families and individuals. The goal of the department is to ensure that all residents have access to resources and direct services needed that are delivered professionally, timely, and efficiently. We strive to assist those in need by emphasizing independence and self-sufficiency. We strive to maintain the highest level of respect for our clients and employees by investing in training and development of our staff to best assist county residents. The department administers Emergency Assistance, Temporary Assistance for Needy Families, General Assistance, Medicaid, and other homeless prevention programs. In addition, we provide One Stop and Work First New Jersey employment and training programs, provide direct referrals to legal assistance to renters and operate the county’s reentry program. The department maintains a model of single point agency across all offices and divisions who work collaboratively with each other to maximize client success.

Department of Finance & Administration

Director: Cheryl Fuller

The Department of Finance and Administration assists the County Executive in the orderly and efficient administration of the fiscal affairs of the County, assist the departments and other budgeted agencies in the evaluation and selection of federal, regional, and state aid programs of interest to the County and expedite the requisite applications, develop and maintain management information systems & technology which keep the County Executive informed of trends and progress in the County government.

Department of Aging and Veteran Affairs

Director: Lisa Prusko

The Department of Aging and Veterans Affairs provides a wide variety of services to individuals aged 60 years or older and veterans of the armed services. The department contracts with a provider network consisting of non-profit organizations, for-profit companies, and public entities to provide individuals with services in and out of their homes. Services include certified home health aide, legal assistance, nutrition services, mental health, adult protective services, and transportation among others.

Additionally, the department serves as the Aging and Disability Resource Connection (ADRC), a one-stop location for individuals to receive information and assistance related to senior services and concerns. The department assists with the Jersey Assistance for Community Caregiving (JACC), State Health Insurance Program (SHIP), Medicaid applications, and many other areas of interest to veterans and seniors.

The department also includes Transcend, the county transportation program. Transcend provides transportation services throughout Hudson County and beyond to seniors over the age of 60, persons with disabilities over the age of 18, and veterans.

Finally, the department provides information, assistance and referral services to veterans residing in Hudson County to improve their quality of life and ensures that indigent deceased veterans receive a proper and dignified burial. The department also coordinates recognition events to acknowledge and display the County’s appreciation for the service of veterans to this county and focuses on issues such as veteran homelessness and the problems associated with transitioning back to civilian life.

Department of Health & Human Services

Director: Darice Toon

The Department of Health and Human Services is committed to supporting the health, well-being and overall quality of life for residents by providing an array of inclusive and accessible services, education and resources with dignity, compassion and respect. This is accomplished through the provision of direct and contractual services. The department maintains cooperative working relationships with local, State, Federal and private agencies to ensure that Hudson County residents have access to vital services. The Department conducts on-going monitoring and assessments of health and human service needs in the County.
Darice has served as Director of the Hudson County Department of Health and Human Services since 2014. Director Toon has a Master’s in Public Administration and various other certificates and certifications. She is responsible for overseeing multiple divisions and offices that provide a wide range of services for Hudson County residents. Under her leadership, the department manages several boards, councils, commissions and task forces. Also, she provides oversight of the County psychiatric hospital.

Law Department

County Counsel/Director: Alberico De Pierro, Esq.

The Department of Law is headed by the County Counsel, a position created by State Statute and appointed by the County Executive. The County Counsel is the Chief Legal Advisor for the County and the attorney of record for all civil court proceedings involving the County. The Department of Law also advises every other Department and creates or reviews all documents of legal nature prior to execution by the County Executive or appropriate County officials. The County Counsel also coordinates the activity of any independent legal counsel retained by the County in areas including tort defense, general liability, labor, and bonding. The legal activities related to Welfare and Child Support are also under the supervision of the County Counsel.

The Hudson County Department of Law is dedicated to serving the public interest by providing clear and transparent information regarding County initiatives, ensuring robust legal defense against litigation, and offering impartial legal guidance to County government. Pivotal to this mission is navigating the legal landscape, ensuring compliance, managing risks, and safeguarding the County’s interests. Department of Planning & Business Opportunity

Director: ShaRhonda Walker

The Office of the Director of the Department of Planning and Business Opportunity is responsible for the management and operation of the Division of Planning, the Office of Business Opportunity, Office of Digital Information, and the Office of Data Analytics. The Director also makes recommendations to the County Administrator’s office regarding policies, capital budget expenditures, department projects, and all functions of the Department’s divisions and offices.

Parks Department

Director: Jonathan DeFilippo

The Parks Department is responsible for the operation of 733 acres of parkland in Hudson County. The operation consists of the maintenance of all Parks amenities which include promenades, fishing piers, boat launches, playgrounds, athletic fields, dog runs, handball courts, tennis courts, workout stations, water bodies, water features, bike paths and nature trails. Maintenance also includes the Parks buildings, structures and grounds as well as providing seasonal maintenance such as snow and leaf removal along with the eradication of invasive plant species and harmful pests. The department oversees cultivating and caring of vegetative plant material throughout the Parks system as well as installing native tree species to replace the dead and dying. The County Parks and Recreation department coordinates the scheduling of sports activities and recreational events. This responsibility involves sponsoring and executing Summer Tennis Programs in several parks along with other sports clinics, programs and leagues events. The Department is also involved with various improvements which include site development, renovations, utility and drainage improvements.

Department of Roads & Public Property

Director: Denise D’Alessandro

The Hudson County Department of Roads and Public Property maintains public infrastructure and is responsible for operating, repairing, and maintaining all County-owned buildings, roads, and drainage. The Department also manages all County Right-of-Ways, traffic signals and traffic signs. The services and programs carried out by the Department ensure safe passage of both motorists and pedestrians while using County roads. In addition, the department provides for the storage, servicing, and control of the use of all County-owned vehicles and motorized equipment. The Department also oversees the Division of Engineering to include professional engineering services such as design, construction, construction inspection and an inventory of County Roads and Bridges. In addition, the Department includes the Office of Emergency Management, where the primary objective is to maintain the highest possible level of preparedness to protect the lives and property of the residents in Hudson County.

Department of Human Reources

Director: Elinor Gibney

The Department of Human Resources, is headed by the Director of Human Resources. This Department is responsible for all Human Resource functions: personnel, health benefits, recruitment and hiring, training and labor relations. The Department ensures that the County complies with all New Jersey Civil Service Commission practices, Equal Employment Opportunity (EEO), Fair Labor Standards Act (FLSA) and Family and Medical Leave Act (FMLA) rules and regulations as they affect County employees. Human Resources evaluates and updates employee policies and procedures as needed.

The department is responsible for overseeing all Labor Relations functions, for non-union employees as well as the for the sixteen (16) recognized collective bargaining united representing County employees. The department provides guidance and assistance to all County departments and constitutional offices.
