AUTHORIZING THE AWARD OF PROGRAM YEAR 2026 SOCIAL SERVICES FOR THE HOMELESS (SSH) AND HUDSON COUNTY HOMELESS TRUST FUNDS (HCHTF) FUNDING
TO VARIOUS PROVIDERS
FEBRUARY 1, 2026 THROUGH JUNE 30, 2026
($623,498.00)
WHEREAS, on October 23, 2025, the Division of Housing and Community Development was notified by the New Jersey Department of Human Services (“DHS”) Division of Family Development (“DFD”) that the County would receive an award in the amount of ONE MILLION FOUR HUNDRED NINETY-SIX THOUSAND THREE HUNDRED DOLLARS AND 00/100 ($1,496,300.00) in 2026 Social Services for the Homeless (SSH) Program and Code Blue funding as follows:

WHEREAS, on November 13, 2025, by way of Resolution No. 624-11-2025, this Board authorized the acceptance of FY2026 SSH and Code Blue funding for the use of homelessness and Code Blue services; and
WHEREAS, the County desires to allocate funding for eligible activities under the Hudson County Homeless Trust Fund (HCHTF) in an amount not to exceed EIGHTY THOUSAND DOLLARS AND 00/100 ($80,000.00) for the period of January 1, 2026 through June 30, 2026;
WHEREAS, the County has a total of ONE MILLION ONE HUNDRED FORTY-SIX THOUSAND ONE HUNDRED FIFTY DOLLARS AND 00/100 ($1,146,150.00) in SSH and HCHTF funding available to allocate to various providers for the provision of emergency food, emergency shelter, emergency placement, homeless prevention and case management services; and
WHEREAS, to prevent a gap in services, by way of Resolution No. 709-12-2025, this Board approved a one (1) month extension for the period of January 1, 2026 to January 31, 2026, for various SSH and HCHTF providers in the amount of TWO HUNDRED THOUSAND ONE HUNDRED EIGHTY-NINE AND 00/100 DOLLARS AND 00/100 ($200,189.00) while the County issued a request for proposals (RFP); and
WHEREAS, on November 25, 2025, the Division of Purchasing issued a RFP on behalf of the Hudson County Division of Housing and Community Development (“DHCD”) to solicit applications for services aimed at preventing and alleviating homelessness for Hudson County individuals and/or families for one (1) year with the option to renew annually up to four (4) years; and
WHEREAS, on December 17, 2025, six (6) proposals were received and subsequently evaluated by a Review Committee designated by the Director of the Hudson County Department of Health and Human Services in accordance with criteria established in the RFP; and
WHEREAS, due to a change in the contract term for the Social Services for the Homeless (SSH) grant, from January through December to July through June, grant awards will cover a five (5) month period to align awards with the new SSH contract term; and
WHEREAS, there remains an unallocated balance in hotel/motel placement, emergency food, and homeless prevention services due to insufficient responses to award all funds, thus, the County will reissue the RFP in the referenced categories; and
WHEREAS, under a separate resolution the Hudson County Department of Health & Human Services is requesting a five (5) month extension of Social Services for the Homeless (SSH) contracts in the amount of THREE HUNDRED TWENTY TWO THOUSAND FOUR HUNDRED SIXTY-THREE DOLLARS AND 00/100 ($322,463.00) to ensure that there is no gap in services in the above referenced categories; and
WHEREAS, as a result of the evaluation made by the Review Committee, the following providers received the highest scores and it is recommended that SSH and HCHTF funding in the amount of SIX HUNDRED TWENTY THREE THOUSAND FOUR HUNDRED NINETY-EIGHT DOLLARS AND 00/100 ($623,498.00) be awarded as follows; and

WHEREAS, the contract awards are not subject to “Pay to Play” requirements as they emanated from a fair and open competitive process pursuant to N.J.S.A. 40A:11-4.1; and
WHEREAS, the Director of Finance and Administration has certified in writing that there are funds available for this purpose in Account Nos. 02-213-40-721-26 and 03-286-56-866-08.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County of Hudson, that:
- The aforesaid recitals are incorporated herein as though fully set forth at length.
- The Board hereby authorizes the County Executive, Craig Guy, or County Administrator, Abraham Antun, or Deputy County Administrator, David B. Drumeler, or their lawfully appointed designee, to execute any and all documents and take any and all actions necessary to complete and realize the intent and purpose of this resolution.
- The clerk to this Board shall attach a certified copy of this Resolution to the filed copy of Resolution Nos. 624-11-2025 and 709-12-2025.
- A Notice of this action shall be published by the Clerk of the Board of County Commissioners.
- This resolution shall take effect immediately.
