NEGOTIATED BID NO. 8027
NOTICE OF INTENT TO NEGOTIATE

Notice is hereby given that pursuant to N.J.S.A. 40A:11-5(3) negotiated bids will be received by the County of Hudson, State of New Jersey. The County of Hudson has bid the above project two times, and the County has rejected the bids on both occasions because all bids exceeded the cost estimate. Pursuant to the provisions of N.J.S.A. 40A:11-5(3), the County at this time wishes to enter into negotiations with prospective contractors for this project.

FIRE SAFETY MANAGEMENT SERVICES

Specifications and bid forms must be obtained online at www.hudsoncountynjprocure.org. Interested vendors must register and download the bid from the portal. Negotiated bids shall be submitted on the forms provided and shall be in accordance with the specifications contained in the specifications and other bidding documents. There is no cost to register on the portal or to download the specifications. Negotiated bids shall be submitted to the County on January 21, 2026, by no later than 10:30 a.m., via the bid sheet contained in the specifications and must be submitted to Ralph Sax, Deputy Director of Roads and Public Property, 257 Cornelison Ave. – 7th Floor, Jersey City, NJ 07302 via hand delivery, U.S. Mail or electronic mail to rsax@hcnj.us.

Questions must be submitted in writing via EMAIL only no later than January 8, 2026 by 3:00 p.m. to Christine Moro, Purchasing Agent at QUESTIONS.PURCHASING@HCNJ.US . No further questions will be accepted after this time. Any bid addenda (which includes the answers to all questions) will be issued on the County Purchasing portal and advertised as required by N.J.S.A. 40A:11-23(c)(1) by 4:00p.m. on January 9, 2026. All interested bidders should check the website from now through the bid opening. Vendors who have downloaded the bid will automatically be notified that an addendum has been issued. It is the sole responsibility of the respondent to be knowledgeable of all addenda related to this procurement. Failure to include the Acknowledgement of an Addenda if issued will be cause for the negotiated bid to automatically be deemed non-responsive.

All prospective contractors must be aware that if negotiations are successful, all County contract documents must also be submitted to the County before a contract may be entered into. Prospective contractors should be aware that the successful vendor will be required to comply with the requirements of N.J.S.A. 10:5-31 and N.J.A.C. 17:27-1 et seq.
