Hudson County Executive Craig Guy Walks on Resolution to Design a Shared Use Path on 14th Street Viaduct

Vital Artery connects Hoboken, Union City and Jersey City; County Commissioner Chair Anthony L. Romano Expresses Support for the Resolution

JERSEY CITY, NJ — Today, County Executive Craig Guy “walked on” a resolution to today’s Board of County Commissioners’ meeting agenda to award consulting engineer French and Parrello a contract to design and act as construction administrator for a shared use path on the 14th Street Viaduct in the City of Hoboken. Critically, the shared use path will provide access to bikers, walkers, and runners, and is part of County Executive Guy’s comprehensive Vision Zero Action Plan to end all roadway fatalities in Hudson County by 2034.

“I am proud to push this critical project closer to the finish line. All the residents of Jersey City, Hoboken, and Union City – be they pedestrians, bikers or those going out for a run – deserve to be safe when using the 14th Street Viaduct. This shared use path will do just that – it will connect our communities safely and I am dedicated to continuing to make Hudson County’s streets safer and achieve a long-term vision for connectivity for all, especially our most vulnerable users,” said County Executive Craig Guy. “I am thankful to State Senator Brian Stack (33rd District) for his support of this project early on, and to the Hoboken council members who were in constant communication with the Board of Commissioners and me throughout this whole process.”

Chairman of the Hudson County Board of County Commissioners, Anthony L. Romano, expressed his support for County Executive Guy’s efforts and asked his colleagues on the Board of Commissioners to pass the resolution to create a safe route on the 14th Street Viaduct.

“I am glad to support this resolution as well as County Executive Guy’s efforts to improve the quality of life for the many people who use the 14th Street Viaduct daily. I am hopeful that my fellow Commissioners will join me and vote in favor of this very important resolution,” said Chairman of the Board of County Commissioners, Anthony L. Romano. “This innovative project to design a shared use path is a continuation of the County Executive’s and the Board of Commissioner’s determined goal to foster a safer commuting experience on all roads for current residents and for future generations.”

A traffic study to explore the feasibility of providing bicycle facilities on the 14th Street Viaduct conducted in mid-2024 indicates a shared use path will have limited impact on the flow of traffic on the 14th Street Viaduct. Construction for this project is likely to being in the Spring of 2026. This shared path is consistent with the rehabilitation work the County is doing on the Manhattan Avenue Wall that will also have a shared path connecting the bike lanes on Palisade Avenue to the Viaduct. The County is also working with Hoboken to provide bicycle accommodations on Willow Avenue under a federal grant.

Reconstructed in 2013, the 14th Street Viaduct connects Manhattan Avenue in Union City to Willow Avenue in Hoboken with traffic signals at each end. Currently, the Viaduct has a pavement width of 52 feet and includes four lanes of traffic, a two-foot shoulder, and a six-foot sidewalk. French and Parrello was awarded a contract to explore the feasibility of providing bicycle facilities on the 14th Street Viaduct. The results of that study recommended a shared bike lane be installed on the Viaduct to provide access to all road users.

The shared use path on the Viaduct will be a minimum of 12 feet. Vehicular travel lanes will be narrowed from 12 feet to 11 feet, which will help reduce motor vehicle speeds. Lane narrowing is considered a proven safety countermeasure as outlined in the County’s Vision Zero Action Plan.
