AUTHORIZATION TO AMEND RESOLUTION NO. 709-12-2025 TO PROVIDE ADDITIONAL FUNDS AND EXTEND SOCIAL SERVICES FOR THE HOMELESS (SSH) CONTRACTS WITH COUNTY WELFARE AND NORTH HUDSON COMMUNITY ACTION CORPORATION
FEBRUARY 1, 2026 THROUGH JUNE 30, 2026

WHEREAS, on November 25, 2025, the Division of Purchasing solicited proposals for Social Services for the Homeless (SSH) and Hudson County Homeless Trust Funds (HCHTF) services aimed at preventing and alleviating homelessness for Hudson County individuals and/or families for the period of January 1, 2026 through December 31, 2026; and
WHEREAS, the funding areas to be addressed in the proposal were emergency shelter, emergency food, case management, homelessness prevention, hotel/motel placement, and Code Blue activities; and
WHEREAS, on December 11, 2025, by way of Resolution No. 709-12-2025, this Board approved a one (1) month extension of contracts for the period of January 1, 2026 to January 31, 2026, for various Social Services for the Homeless (SSH) and Hudson County Homeless Trust Funds (HCTF) providers while the County issued a request for proposals (RFP) to initiate a new competitive contracting process; and
WHEREAS, there were no responses received and/or the number of responses was insufficient to fully expend available funds for three (3) funding categories – emergency food, homelessness prevention, and hotel/motel; and
WHEREAS, no applications were received for hotel/motel placement services, and one (1) application was received for emergency food services but was not recommended for funding due to not meeting the State’s requirements; and
WHEREAS, two (2) applications were received for homelessness prevention services and were recommended for their full requested funding amounts, resulting in an available balance within the funding category; and
WHEREAS, it was determined that a request for proposal (RFP) should be reissued for the above referenced funding areas; and
WHEREAS, the Hudson County Department of Health & Human Services is requesting a five (5) month extension of Social Services for the Homeless (SSH) contracts to ensure that there is no gap in services to Hudson County residents while the County undergoes a new competitive contracting process for the remaining funding categories; and
WHEREAS, the funding amount for this five (5) month extension is THREE HUNDRED TWENTY-TWO THOUSAND FOUR HUNDRED SIXTY-THREE DOLLARS AND 00/100 ($322,463.00) as detailed below; and

WHEREAS, these contract extensions are not subject to “Pay to Play” regulations as the initial contracts emanated from a fair and open competitive process; and
WHEREAS, the Chief Financial Officer has certified that funds are available in Account No. # 02-213-40-721-26-0000 to fund two (2) months of these contracts; and
WHEREAS, any continuation of the contract beyond the last day of the temporary budget shall be subject to a further appropriation of funds for that contract period and the contract shall so provide; and
WHEREAS, upon adoption of the final budget the Chief Financial Officer shall provide a written certification, to be affixed to this resolution, as to the availability of funds for the duration of the contract.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County of Hudson, that:
- The aforesaid recitals are incorporated herein as though fully set forth at length.
- The Board hereby authorizes the County Executive, Craig Guy, or County Administrator, Abraham Antun, or Deputy County Administrator, David B. Drumeler, or their lawfully appointed designee to execute any and all documents and take any and all actions necessary to complete and realize the intent and purpose of this resolution.
- The clerk to this Board shall attach a certified copy of this Resolution to the filed copy of Resolution No. 709-12-2025.
- A Notice of this action shall be published by the Clerk of the Board of Commissioners according to law.
- This resolution shall take effect immediately.
