Local Safety Projects

Project Locations: Frank E. Rodgers Boulevard/Paterson Plank Road/Secaucus Road, Town of Harrison, Jersey City, Union City North Bergen Township, Town of Secaucus, $6.65 million.

Hudson County received a $6,651,000 grant for this project through the NJTPA’s FY 2020 Local Safety Program (LSP). The grant includes funding for preliminary engineering, final design, construction and construction inspection services. The project will improve safety and overall operations along three corridors, including 20 intersections.

Frank E. Rodgers Blvd

Frank E. Rodgers Blvd between Cape May Street to Harrison Avenue has an annual average daily traffic (AADT) of approximately 19,000 vehicles per day in 2018 and varies between 2 to 3 lanes in both directions. The area’s land use includes 4- to 6-story high rises, ground floor commercial, light industrial, and the Red Bull’s arena. The Frank E. Rodgers roadway improvements project will examine design alternatives that include a narrower road configuration (road diet), bike lanes, curb extensions, signal upgrades and leading pedestrian intervals (LPIs).

Secaucus Road

The Secaucus Road project corridor runs from Paterson Plank Road to Tonnele Avenue. It has an AADT of approximately 18,000 vehicles per day, and the land use consists mostly of 2-3 story residential buildings. The roadway varies between 1 and 2 lanes and with some streetside parking. The Secaucus Road improvements include the installation of new signals, highway friction surface treatment, rumble strips, and curb- extensions.

Paterson Plank Road

The Paterson Plank Road corridor runs from Westside Avenue to Park Plaza Drive. The AADT is 46,764 vehicles per day and the width varies between 2 and 3 lanes in each direction. The corridor serves as a connection for Harmon Meadows Plaza whose primary land use is commercial and retail. The Paterson Plank Road improvements include signal upgrades, striping, and drainage.

JFK Boulevard (CR 501) – Phase IV

From 43rd Street to 59th Street, Union City, West New York, North Bergen, $4.22 million

Hudson County received a $4,220,316 grant for this project through the NJTPA’s FY 2020 Local Safety Program (LSP). The grant includes funding for preliminary engineering, final design, construction, and construction inspection services. The project will improve safety and overall operations along JFK Boulevard at 17 intersections in the municipalities of Union City, West New York, and North Bergen.

The study area is 0.90 miles long and has an approximate annual average daily traffic volume of 30,264 vehicles per day. The corridor is a mix of commercial and residential properties. Commercial sites generally consist of retail, professional, and service establishments. The study area includes the Hudson County Community College North Hudson Campus, Hudson-Bergen Light Rail (HBLR), and several cemeteries. Several NJ Transit bus routes service the area and the HBLR Bergenline Avenue Station is about a block east of the corridor at 49th Street. A road safety audit (RSA) for the project area was conducted in October 2018 and many of the recommendations will be built in this project. Improvements will include: a road diet and bike lane if feasible, signal upgrades, pedestrian signal upgrades, timing, lead pedestrian intervals, Americans with Disabilities Act improvements, curb extensions and ergonomic crosswalks where appropriate.

The grant includes funding for design, construction and construction inspection services. The project will improve safety and overall operations at 34 intersections along three corridors.

Project Details: Improvements will include: traffic signal upgrades at 30 intersections along a 3-mile stretch of John F. Kennedy Boulevard East from Hoboken through North Bergen, on Park Avenue at 15th and 19th streets in Hoboken and on John F. Kennedy Boulevard at Oxford and Linden Avenues in Jersey City; pedestrian refuge islands at Park Avenue and 19th Street, and at JFK Blvd. East and 74th Street; a mid-block crosswalk on John F. Kennedy Boulevard East between Highwood Terrace and Parkview Avenue and curb extensions at those two intersections and at Bull’s Ferry Road.

About the Project: Area John F. Kennedy Boulevard is ranked first in the region on the NJTPA’s list of high-crash corridors. Park Avenue becomes John F. Kennedy Boulevard East where it connects to the Lincoln Tunnel Helix. All three corridors have high traffic volumes and significant pedestrian activity. These corridors traverse neighborhoods that are a mix of residential and commercial properties.

Local Safety Program: The LSP specializes in cost-effective solutions that can make an immediate impact on their target areas. The LSP is federally funded, utilizing Highway Safety Improvement Program funds. It was established by the NJTPA in conjunction with the Federal Highway Administration and New Jersey Department of Transportation to advance safety initiatives on county and local roads.
