STARS Mobile Outreach

The Supporting Treatment for Addiction, Recovery and Success (STARS) Mobile Outreach Vehicle is a partnership between the Hudson County Department of Health and Human Services and the Hudson County Sheriff’s Office. This project operates from a mobile outreach vehicle which will be located in a variety of locations throughout Hudson County and consists of a mobile outreach team that partners with other community agencies to offer support and services to those in need. The STARS Mobile Outreach Vehicle seeks to engage members of the community who are struggling with substance use challenges and would like support in seeking treatment, mental health services, or assistance with other needs that are brought on by the challenges of substance use.

Comprehensive Opioid, Stimulant and Substance Abuse Program (COSSAP)

Our Mission

Funded through the Bureau of Justice Administration (BJA), the Comprehensive Opioid, Stimulant, and Substance Abuse Program (COSSAP) provides linkages to services and support to those who have struggled and continue to struggle with substance abuse. COSSAP provides support to residents of Hudson County through three initiatives:

  • Community Navigator Program
  • Overdose Fatality Review Team (OFRT)
  • Medical Services Program

Community Navigator Program

The Community Navigator Program utilizes the skillset of two navigators to provide light case management in the form of linkages and referrals to treatment and support programs to help the Hudson County resident achieve and maintain recovery from substances. Those who seek assistance may contact the COSSAP Coordinator at 201-369-5280 ext. 4155.

Medical Services

Medical Services are provided by Alliance Community Healthcare Inc. located at 115 Christopher Columbus Drive, Jersey City, NJ 07302, which include primary care services, medical and mental health screenings, lab work, and dental care services. Services are available to those who are without health insurance, those whose insurance does not cover the needed service, or those who do not qualify for any other initiatives. Those who seek assistance may contact Alliance Community Healthcare COSSAP Medical Services Program directly at 201-830-1717.

Overdose Fatality Review Team (OFRT)

The Overdose Fatality Review Team is a meeting of system partners who have come in contact with a person who has died as a result of an overdose. Confidential case reviews are completed to help identify possible opportunities for earlier intervention.
